After a confrontation between King Piccolo and Goku, the former was killed and, as his last act, produced an egg from which he would reincarnate, Piccolo. He would retain his memories and, most importantly, his martial skills. Hoping to eventually enact his revenge on Goku, the egg travel through a river until it is the home of an unsuspecting old human couple. Soon after hatching, the young Piccolo destroyed their home and then trained for his revenge in isolation.
A few years after being defeated by Goku in a tournament. Piccolo decided to isolate himself once more to train for a rematch, fully intending to kill Goku once and for all. While training, however, he is interrupted by a Saiyan named Raditz. Piccolo demands to know who he is since he can clearly see Raditz is a powerful being. He ignores him, remarking that Piccolo is not the one he is looking for but that his power level, as measured by his scouter, indicates they are similar. Piccolo then attacks him with his most powerful move, only for Raditz to simply shrug it off.
Scared of the power he just witnesses, Piccolo gives chase to the Saiyan, who had detected the power signature of Goku and was heading that way. After reaching their location, Piccolo offers a truce, which years down the line would turn into a lasting friendship, to Goku to face the clear threat Raditz imposed on all of Earth.
Piccolo is a great character for some of the more intensive mechanics in fighting games. His above-average frame data gives him excellent tools for staggers and safe normals. A good suite of mix-ups makes it very hard to defend against him properly. Strong supers and good air-to-air tools put him in a very nice position against most opponents. But, two key elements chain Piccolo's power down. First, he needs a lot of resources to get reliable damage out and into his enemies. Secondly, he can be a bit of a pushover in the neutral, particularly when opponents can respond to his neutral tools.
