The regular sales and deep discounts have been some of the inseparable parts of the Steam user experience. A big part of this user experience comes from their regular seasonal sales, but also frequent themed events or "fests" as they are usually called, grouping up games in one way or another.
While you can typically guess the expected timeframe, Valve decided to make everything abundantly clear with their recent post, announcing the exact date for the planned future sales.
